Job Description

Duties

  • You will be responsible for planning, developing, organizing, administering, evaluating, and coordinating one or more environmental protection programs in all areas of an installation engaged in diverse high-risk operations and functions.
  • You will manage one or more environmental programs, characterized by a high degree of complexity due to the high visible environment impact issues occurring on the installation involving significant expenditures of money for manpower.
  • You will administer the Resource Conservation and Recovery Act (RCRA); the Comprehensive environmental Response Compensation and Liability Act (CERCLA); the National Environmental Policy Act (NEPA).
  • You will administer the Clean Air Act; the Clean Water Act; the Emergency Planning and Community Right-to-Know Act.
  • You will administer the Pollution Prevention Act; the Toxic Substance Control Act; the Solid Waste Management; and the Water, Wastewater and Storm Water Programs.
  • You will prepare written plans and schedules and set milestones for accomplishing program goals in both prevention and abatement functions.
  • You will incorporate federal, state, and local regulatory requirements into program design, implementation, and evaluation.
  • You will identify environmental abatement projects needed by the installation. Develop project plans for each assigned program, outlines environmental policy, and identify long and short-term goals and objectives.
  • You will budget for program needs and prepares Circular A-106 documentation to support request. Manage resources throughout completion of project.
  • You will serve as a focal point for assigned programs when environmental regulatory personnel visit and inspect the installation. Prepare reports and follow up on findings of noncompliance and notices of violations.
  • You will consult and provide guidance to appropriate installations and local or state organizations in developing new or radically different procedures to correct violations or meet new program requirements.

  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Must possess and maintain certification in use of a respirator.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting inspections of installation facilities and operations for compliance with environmental laws and regulations. Review environmental legislation and regulations to determine impact on Navy installations and operation; Compile data and information to present briefing to key management officials on project status; Budget submittals and instructions for consideration by leadership; Lead an environmental program or project including plan development and coordination.
