Job Description

Primary Purpose

The West Allis-West Milwaukee is seeking a qualified person to oversee, coordinate and communicate with stakeholders during the referendum building projects planned for (but not limited to) the 2025-26, 2026-27 and 2027-28 school years.

 

Oversee, manage, and communicate to district stakeholders regarding district referendum projects, ensuring they are completed on time, within budget, and to the highest quality standards.

 

Job Summary:

The Referendum Project Manager oversees all phases of project planning, execution, to completion within budget, consistent with established timelines, while minimizing disruptions to the learning process. This individual will coordinate with our administrative team to the organization and external contractors. This will likely include two separate managers from the (1) construction management firm selected and (2) an owner’s representative. The Project Manager will be responsible for creating timelines for projects, communicating with stakeholders regarding potential disruptions, ensuring district objectives are met, monitors project progress, provides project status updates and acts in the interest of the School District.

Duties/Responsibilities:

Supervisory: This role includes oversight of construction project team members and contractors associated with project execution. 

 

Project Planning :

  • Works with stakeholders to establish project sequence and timelines.
  • Plans projects to minimize disruption to the educational process.
  • Develops and communicates alternate plans/procedures when construction makes facilities unavailable.
  • Define project scope, identifies materials and finishes, , in collaboration with stakeholders to meet WAWM District expectations.
  • Develop project budgets.
  • Lead bidding processes, evaluate proposals, and recommend Board actions.
  • Develops a “draw schedule” to ensure that financial obligations are met.
  • Represent the district in meetings and provide recommendations on project issues.
  • Plans and executes regular planning meetings to ensure that project participants have accurate and current information.

Construction Oversight:

  • Establishes regular meetings with contractors to review construction progress.
  • Advocates on behalf of the WAWM District during interactions with contractors.
  • Communicates project changes and adjustments to stakeholders.
  • Adjusts and communicates alternate procedures when necessary.
  • Review project budget to ensure completion within established parameters.
  • Reviews and refine construction progress to ensure project goals are met.
  • Advise on cost-saving measures without compromising quality.
  • Monitor design compliance and coordinate interdepartmental input.
  • Conduct site visits, attend construction meetings, and evaluate change orders. 
  • Works with City Departments to ensure that permits and inspections are occurring according to expectations.

Collaboration & Communication:

  • Communicate with all stakeholders, including administrators, staff, and contractors.
  • Provide updates to the Communication Department for inclusion on the website, monthly newsletter, and social media, using photos and videos to enhance engagement.
  • Facilitate collaboration with departments, stakeholders, and contractors to address project needs and resolve conflict.
  • Provide regular updates and presentations, including to the School Board. 

Budget & Quality Assurance: 

  • Develop and manage the bond budget; oversee project funding and expenditures.
  • Ensure adherence to policies and regulations for project scheduling and execution.

Qualifications: 

One or more of the following Education and/or Experience Qualifications:

  • Bachelor’s Degree from an accredited institution in Construction Administration, Project Management, Business Administration, or a related field, or equivalent education and experience.
  • Five (5) years of increasing responsibility in project management, including budgeting, scheduling, and execution.
  • Prefer a candidate with LEED AP, Project Management Professional (PMP), Professional Engineer (PE) or Certified Construction Manager (CCM).
  • Two (2) years of supervisory or managerial experience supporting construction programs and planning
  • Strong familiarity with project management software, such as Microsoft Project, Projectmates or Newforma Technically competent with various software programs, such as Microsoft Office Suite, 
  • Bluebeam, and AutoCAD.
  • Preferred: Experience managing personnel across multiple locations.
  • Project management experience, including budgeting, scheduling, and execution.
  • Demonstrated successful leadership experience.
  • Experience managing personnel and working across multiple locations.
  • Exceptional communication, organizational skills and systems thinking.
  • Flexible, adaptable, and able to manage shifting priorities in high-pressure situations.
  • Ability to effectively build relationships, motivate teams, and resolve conflicts. 

Terms of Employment: Continued employment contingent upon satisfactory performance and project needs.

 

Salary : Starting at $100,000 and commensurate with experience and education.

 

Essential Physical/Mental Requirements: 

  • Ability to sit or stand for prolonged periods, up to six hours in an eight­-hour day.
  • Ability to perform light physical work, frequently lifting up to ten pounds without assistance in an indoor setting.
  • Ability to reach in all directions and bend/stoop to store and retrieve files.
  • Ability to communicate effectively on the telephone and in person to provide information and assistance.
  • Ability to move throughout the building.
  • Dexterity and hand/eye coordination are necessary to operate a computer keyboard and other office equipment such as a fax machine, copier, etc.
  • Hearing ability adequate to participate in numerous conversations throughout the day, both in person and over the telephone.
  • Ability to complete job activities in an environment where background noise and frequent interruptions are the norm.
  • Ability to maintain concentration and focus on tasks requiring timeliness and accuracy.
  • Frequent movement, including ascending/descending ladders, stairs, and scaffolding.
  • Regular work in tight or confined spaces and on construction sites.
  • Repetitive motions involving the wrists, hands, and fingers. 
  • Occasional operation of motor vehicles or heavy equipment.
  • Regular assessment of accuracy and thoroughness of assigned work.

Environmental Conditions:

  • Occasional exposure to low/high temperatures, precipitation, and wind.
  • Frequent work in noisy or hazardous conditions.
  • Occasional work in poorly ventilated, small, or enclosed spaces.

Physical Demands:

  • Heavy lifting of objects weighing up to 100 pounds or more may be required.
